Based on the Survivor Assistance Program

The Safe Connections Act (SCA) assists survivors of crimes, such as domestic violence, human trafficking, etc., in getting low-cost internet, phone, and bundled services. In order to apply for the Lifeline program via SCA, the survivor must fall into at least one criteria given below:

  • The household income is at or below 200% of the Federal Poverty Guidelines
  • Is enrolled in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
  • Is enrolled in the Free and Reduced-Price School Lunch or Breakfast program, including enrollment at a Community Eligibility Provision (CEP) school or school district
  • Has received a Federal Pell Grant in the current award year
